 In the presence of a large political, parliamentary and elite presence, the conference “The Constitution of the Republic of Iraq 2005: Evaluation and Building a New Vision” was opened in the capital, Baghdad, which is organized for two continuous days by Rewaq Baghdad Center for Public Policy,

The conference began by playing the Iraqi national anthem and then reciting a verse from the Holy Quran.

Then there was a speech by the head of the center, Mr. Abbas Al-Anbouri, who expressed his thanks to the attendees for responding to the conference’s invitation, stressing that the outcomes of the project that the center prepared and worked on over the course of a full year come simultaneously from a popular and political movement trying to find appropriate opportunities and mechanisms to work on making constitutional amendments. The occasion, which the Baghdad Riwaq Center, in cooperation with the International Organization for Democracy and Elections IDEA, was able to develop and formulate in a way that the decision maker could adopt and adopt in the future, in addition to the fact that the project itself was an appropriate opportunity to convey the voice of the public and the intellectual, academic, legal and cultural elites and express their opinions on the issue of drafting The constitution, the circumstances in which it was written, the mechanisms of its implementation, and its repercussions on the state and society,

This was then followed by a speech by the Presidency of the House of Representatives, delivered by Representative Hussein Arab, and then after that a speech by the head of the project and senior advisor to the International Organization for Democracy and Elections IDEA, Mr. Zaid Al-Ali, who indicated that the introductions of this project, the steps of its implementation, and the outputs of its final report are a successful and qualitative experience in many aspects, including the integrated study. Which was provided by the project, and which relied on research, investigation, and direct communication with the elites, the public, and political actors, and to come up with important recommendations, visions, and ideas, which, of course, will not be considered binding, but rather could be an appropriate road map through which to begin to change or amend the constitution in accordance with urgent national perceptions and needs.
