This report, which seeks to evaluate the performance of the 2005 Iraqi constitution, comes within the framework of that series. It is based on the experiences gained in preparing previous reports, but it also applies standards and methodologies specific to the conditions of Iraq specifically. A team of experts and researchers conducted two opinion polls and collected social data. Economics and conducted interviews with prominent members of the 2005 Constitution Drafting Committee and subsequent amendment committees and others. The team used that data to measure the performance of the Constitution according to specific standards and was also guided by it in developing the report’s conclusions and recommendations.
