The formulation of public policies by localities, regardless of its degree according to administrative or political decentralization, leads to the existence of two levels in the exercise of governance, one at the national level and the other at the local level, and the consequent difference and disparity between them, which requires friendly on the one hand to prevent between central and local organization on the one hand and to ward off the disparity that violates national unity between national governments on the other hand.
