On February 18, 2025, the Saudi Ministry of Foreign Affairs announced in an official statement that it would host a round of U.S.-Russian negotiations aimed at ending the war in Ukraine. These talks are expected to continue in Washington and Moscow in the coming days. The negotiations come after three years of ongoing war between Russia and Ukraine, which has resulted in thousands of casualties and widespread destruction of infrastructure, as well as severe economic consequences. Additionally, 6.5 million refugees have been displaced from Ukraine across various parts of the world.
The choice of Riyadh as the venue for the negotiations was based on several considerations. One of the most prominent reasons is the strong ties between Saudi Arabia and both the U.S. and Russia, as well as the growing role of Saudi Arabia as a key regional player in such negotiations. Some observers view Saudi Arabia as an effective mediator with influence over all parties involved, including the U.S., Russia, and Ukraine. The kingdom also possesses considerable experience in crisis management and holds a significant role in the global economy as a major oil power. This economic influence is crucial in any negotiations, and Saudi Arabia's efforts enhance the likelihood of serious peace talks, especially with mounting international pressure to end the conflict. Saudi involvement in this role could position it as a future diplomatic power, thereby strengthening its position not only regionally but also on the global stage.
The desire of U.S. President Donald Trump to end the conflict has been apparent since he announced his candidacy for a second term in office. Upon taking office, however, the dynamics shifted, and the war in Ukraine became a focal point of changing alliances among the countries involved in the ongoing conflict. The leadership in Ukraine did not initially anticipate that the U.S. administration would move toward compromise, blaming Ukraine for the outbreak of the war and holding it accountable for the financial losses incurred. Some Ukrainians have directly accused Trump of blackmailing their country and humiliating it, warning against blindly following someone shrouded in mystery.
